From what I have heard and read many are waivable and can also be upgraded through the complaint process. Here's a link that may help you; WebRE3F is failed physical fitness assessment (PFA). If you have increased your fitness you have a good chance of reentering. Best course of action is to work with a Marine recruiter. He has the answers that matter. RE3 just means eligible but requires a waiver. Keep in mind that the Marine Corps is very competitive with new PFT/CFT requirements.
